Licensed Site Remediation Professional (LSRP) Services
The Site Remediation and Reform Act (SRRA, N.J.S.A. 58.10C-1 et seq) required that an LSRP oversee certain environmental projects in New Jersey. The LSRP program is intended to expedite the remedial process by transferring the responsibility for oversight of an environmental investigation and cleanup to LSRPs from NJDEP oversight.

Site Remediation
Site remediation involves removing polluted or contaminated soil, sediment, surface water, or groundwater, to reduce the impact on people and the environment. Numerous NJDEP regulations require remedial actions to be undertaken should there be pollution due to an environmental incident or past historical industrial activities.

Industrial Site Recovery Act (ISRA) Investigations
ISRA (N.J.A.C. 7:26B) requires owners of facilities with specific industrial classifications to investigate and remediate prior to property transfers when the business ceases operations or is sold. Facilities with certain North American Industry Classification System (NAICS) codes are subject to ISRA.

Regulated Underground Storage Tank (UST) Removal Services
New Jersey UST regulations (N.J.A.C. 7:14B) require that all personnel who close regulated USTs be certified. All owners/operators of regulated USTs who are persons responsible for remediation must retain the services of a LSRP as of May 7, 2012.

Phase I /II Environmental Site Assessment (ESA)
The Phase I ESA is considered the first step in the process of environmental due diligence based on ASTM standards. If a site is considered contaminated, a Phase II ESA may be conducted, involving chemical laboratory analysis for hazardous substances and/or petroleum hydrocarbons.

Gibson & Stattel Environmental was founded in 2020 by two (2) environmental professionals, Mr. James Gibson and Mr. Kevin Stattel, with proven track records of progressing and closing out environmental cases with the New Jersey Department of Environmental Protection (NJDEP). Prior to founding G&S, Mr. Gibson was employed at Brinkerhoff Environmental Services for over 18 years and was responsible for managing Brinkerhoff’s Medford, New Jersey office. Mr. Stattel was previously employed at Groundwater and Environmental Services (GES) as a project manager supporting the Shell Oil portfolio of sites for over 10 years and more recently at Brinkerhoff Environmental as a LSRP and Senior Project Manager providing technical support on a variety of environmental projects for over 5 years.
